Open modeling to inform regional policy design and compare transition pathways

Wallonia Energy Plan

The Walloon government is working with stakeholders to develop a strategy for managing the electricity, gas, heat, hydrogen, and CO₂ systems ("vectors"). Open models are operational to align approaches. This shared strategy contributes to carbon neutrality by 2050, while ensuring security of supply, and forms part of a broader inter-federal energy pact defining the support mechanisms needed to achieve the Walloon region’s energy and climate objectives.

The inter-vector strategy aims to objectify and quantify Walloon energy policy choices by identifying priority measures, assessing their impacts, and modeling interactions between sectors and infrastructures. The strategy supports the calibration, prioritization, and revision of  renewable energy support mechanisms, aligning public support with identified priority energy sources.

This project forms part of a public service contract to develop management and monitoring tools for the energy transition in the Walloon region. Through detailed data analysis, scenario modeling, and results analysis, the project supports the Government of Wallonia in defining a calibrated and prioritized support programme to optimize system-wide cost-effectiveness. Open models contribute with trust by increased transparency, reproducibility, and cost-efficiency. For this project, open energy system modeling will be instrumental in strengthening policy design, improving transparency, and ensuring that public action remains aligned with the challenges of the energy transition.

Within this framework, Climact directly supports the Government of Wallonia while Open Energy Transition provides an in-depth energy sector analysis and develops open, transparent modeling tools to inform regional policy design and compare transition pathways. In partnership, this intends to ensure that policy strategies are grounded in robust data and assumptions. The resulting analyses by Open Energy Transition and policy recommendations by Climact will support the development of up-to-date energy policy for the public administration, private households, and industry.
